
A new look and a bold recruitment campaign
In 2022, The Wiltshire Care Partnership (WCP) engaged Blue Bee to design a new website and logo.
Pleased with the outcome, they entrusted us with the development of a bold recruitment campaign. WCP had received a grant from Wiltshire Council to tackle the critical post-pandemic staffing shortage in the care sector.
We initiated our work with comprehensive market research, focusing on recruitment and retention challenges, strategic priorities, and identifying key target personas.

Creating a campaign concept
The campaign concept was designed to attract new care workers, re-engage former ones, and support employee retention. Following our research and brainstorming sessions, we developed the “Who Cares?” concept, playing on the double entendre to emphasise the commitment of care staff.
To create authentic campaign materials, we featured actual care workers rather than using stock images. Local care provider Wessex Care generously granted us access to their staff for photos and interviews, which became the cornerstone of the campaign.
Getting the message out across Wiltshire
Advertising targeted Wiltshire through print publications like Salisbury Journal and Western Daily Press, with varied content to avoid advert fatigue. The campaign also gained PR coverage.
Video content showcased different care roles and thanked staff, featuring providers like Candlelight Care and The Order of St John Care Trust. View the video content here.
Organic social media presence was established on Facebook, Instagram, LinkedIn, and YouTube, with a monthly plan to maintain campaign momentum. Social media ads targeted the demographic effectively.

The result
From the campaign launch in October 2022 to December 2023
a total of 66,306 users generated 72,447 website sessions.
The campaign generated:
- 4,107 applications
- 1,122 contact form submissions
- 1,094 emails
- 414 phone calls
